There are two independent parts of the billing configuration:
The Cost part provides you with information about expenses associated with running your VoIP business: call termination, incoming toll-free lines, etc. The Revenue part calculates charges applicable to your customers.
Note, that these parts are independent (the only common item is Destinations). So, the amount charged to your customer is unrelated to your termination expenses and vice versa.
